Türkiye offers financial support to foreign productions that shoot in the country. Under the amendment to the cinema sector support regulation published in the Official Gazette on 18 June 2026, the Ministry of Culture and Tourism can support foreign productions with up to 30% of the eligible spending they make in Türkiye. Here is what that means for a producer.

Which productions qualify

The 2026 rules cover foreign feature-length fiction films, documentaries and series that are shot wholly or partly in Türkiye. Commercials are not listed among the eligible formats in the reports of the amendment. If you are producing a commercial or another format, ask us and we will check the current position for your project.

How much

Support is capped at 30% of the spending in Türkiye that the Ministry approves. Not every cost counts: the Ministry decides which expenses are eligible, so the budget should separate local spend clearly from the start.

How it is paid

The support goes to a Turkish partner: either a domestic co-producer or a local producer providing production services to the foreign production. In practice this means working with a Turkish production service company that is set up to apply, document the spending and receive the payment.

The process

  • Plan the Turkish spend and choose a local co-producer or service producer early.
  • The application is reviewed first by the Ministry’s General Directorate of Cinema, which notifies applicants of missing documents.
  • Complete applications go to the Ministry’s support committees for a decision.
  • Projects that don’t complete their documents by the application deadline announced by the Ministry are not put on the committee agenda.

What to plan for

Talk to your Turkish partner before the budget is locked. Thresholds, deadlines and eligible costs are set by the Ministry and can change, and the filming permit process runs alongside the support application. Starting both together keeps the schedule safe.
